Hungarian Prime Minister Viktor Orbán stated that his country offers Ukrainians “strategic cooperation” rather than full integration into the European Union due to concerns about being drawn into the war.

Orbán said, “Hungary proposes strategic cooperation with Ukraine — pragmatic, flexible, and rooted in mutual interest — not irreversible integration.
EU membership for Ukraine would drag the war into the heart of Europe, a risk our families should not have to face. These times call for calm judgement, not theatrical threats.”
Orbán also described Ukraine as a “buffer state.”
