Russell Vought, the Trump loyalist recently appointed director of the Office of Management and Budget (OMB) and acting director of the Consumer Financial Protection Bureau (CFPB), is emerging as one of Washington's most influential figures.

Known for his strategic and detailed approach, Vought is widely considered a critical architect of the Trump administration's restructuring of the US government, Caliber.Az reports via foreign media.

Vought’s rise in Washington is tied to his deep commitment to conservative ideologies. As a senior official in the OMB during the first Trump administration, Vought gained prominence for his role in circumventing Congressional opposition. Notably, he found over $3 billion for border wall funding, despite Congress’s refusal to allocate the money, by declaring a national emergency and redirecting Department of Defence funds. This maneuver, which was initially blocked by federal courts but later allowed by the Supreme Court, cemented Vought’s reputation for disregarding traditional bureaucratic obstacles in favor of executing the president’s will.

Vought’s influence is also evident in his approach to governance, which embraces a “unitary executive theory,” giving the president broad authority to act without congressional approval. He’s been a key figure in the push against what conservatives call the "deep state," arguing that the federal bureaucracy operates as a regime unaccountable to the president. As he explained to Tucker Carlson in a 2024 interview, “The left has innovated over 100 years to create this fourth branch” of government. “You’ve got to know how to fire them,” he added, emphasizing the need for drastic changes within the federal bureaucracy.

A former aide to Vought described him as someone who “absolutely knows what he’s doing” in navigating Washington’s complexities. Steve Bannon, Trump’s former chief strategist, also praised Vought’s grasp of the government’s inner workings, calling him one of the few who truly understands the numbers and management processes that control federal operations.

Vought’s steady approach stands in stark contrast to Elon Musk’s more erratic influence, with Vought expected to pick up where Musk leaves off in shaping the future of the Trump administration’s policies.
