US Secretary of State Marco Rubio has announced that the governments of Ukraine and the US signed a landmark Reconstruction Investment Fund Agreement on April 30, signaling a renewed commitment to strengthening bilateral ties and supporting Ukraine’s recovery amid ongoing conflict.
“Thanks to POTUS's leadership, today the U.S. and Ukraine signed the Reconstruction Investment Fund Agreement—a milestone in our shared prosperity and an important step in ending this war,” Caliber.Az reports, citing Rubio’s message on X.
In February 2025, Ukraine and the US had planned to sign a cooperation agreement in the field of rare earth resources. However, the signing was delayed following a heated exchange at the White House involving Ukrainian President Volodymyr Zelenskyy, US Vice President J.D. Vance, and US President Donald Trump.
Despite the setback, both sides resumed work on finalizing the agreement in the weeks that followed. By late April, President Zelenskyy stated that the new agreement with the US had become “stronger” and “more balanced”. The signing ultimately took place on April 30, during the official visit of Ukraine’s First Deputy Prime Minister and Minister of Economy, Yuliia Svyrydenko, to Washington.
